Hugo Trenchfoot is The Colonel's Cousin.

He came to visit his cousin to tell him about the adventures he had. When he tells the Colonel and Dennis about how he was captured by giant rats, it soon turns out he was lying about his adventures, just to impress the Colonel. Later, after the trial, he goes on a real adventure to rescue Gnasher from the rat catchers.
